Using a combination of commands and lure of treats you can teach your dog to obey your orders. It takes time and repetition to get the puppy to understand that it needs to do a certain action when you command it but eventually the training will pay off and you can be confident in taking your puppy outside and still have it obey you with all the distractions going on.
